Suspicious man appears to be casing houses

Brett just sent us a note about a suspicious man he thinks may be stealing mail from neighborhood houses. The below happened on Third Avenue in Phinney Ridge today.

As my roommates and I were sitting in our living room, a strange man started to approach the house. He came up about two steps, made eye contact with my roommate through the window, and made a slow turn back to the side walk and meandered up the street. We all felt he was suspicious, so I poked my head out the door to watch him walk away. I saw him just as he seemed to be coming off one of the neighbors front steps, and he had a piece of paper in his hand. It was not there before.
He was about 6′ tall, 40ish, wearing a brown coat and a golf cap. Possibly balding, or very close cropped hair. He carried a leather bag over his shoulder, and had very twitchy fingers. Hands at his side, fingers fully extended and twitching against each other. He was not walking like he was going anywhere, but was ambling along as if he were casing houses.
